There is no time limit just like Citicop said. Dept. of Transportation people have to stand in the blaring sun on asphalt and turn their stop signs all the time. You can look into your labor laws to see what they say about break times and if they have a stipulation on certain weather conditions. During your break you can sit, stand, lay, or do cartwheels in the shade. If you provide your own gear (sunscreen, pens, paper, etc.), you can claim that on your taxes at the end of the year. Keep the receipts.

Provide your own. You took the job knowing that you could be out in the sun all day. Like any highway worker or regular police officer, you should be prepared to bring what you need.

Being outdoors is an expected part of the job. The Security Officer should buy some high quality sunscreen.

Probably not. At my police department, I may have to spend the whole shift on the highway if there is a bad enough accident. I provide my own sunscreen, etc. Same with golves in the winter.
