Geniuses, or more appropriately, genii (like octopi) can be both, from my perspective. One can work hard to reach hopeful aspirations. That is genius. One can build himself up to the level of genius, through academic goals. That is genius. One can be skilled in caring, honesty, and loyalty. That is genius.
One can argue, however that genius is "formed in the code of the genes" or the like, and that cannot be wholly disregarded. In some cases, people are born with better capability, mental qualities, or "intelligence". Sometimes a small difference in the brain structure can cause a higher capability.
However, how much you know does not make you genius. IQ is just how many random facts and concepts you can cram into your head. Aptitude, or the capability or willingness to learn, is the real genius. Take Einstein, for example, one of the few widely regarded as a genius. He failed math at school. He did not know much. But he continued to try, and stay on a problem and was capable of doing it, and that is why he is a genius.

Definitely born. Once born with a high IQ ( genius is over 170) its then a case of education and environment. There are geniuses driving cabs or unemployed.

then we could pin point genius down by genes

so then by that you should be able to breed geniuses and have genius babies

The potential for genius is encoded at birth. But genius itself comes from work and sacrifice. I know a lot of smart people who have done absolutely nothing with their lives and I've seen people who had to fight for every c minus do great things. While being born encoded for genius can be an advantage, it is neither the be-all, nor the end-all.
That's just one person's opinion though.

Both. Scientifically it has been shown that genes play a role in a person's IQ, but if people are not subject to the right environment or does not put any effort into exanding their intelligence and abilities then will not work up to their full potential.
