Set the smaller number as x, and the other will be x + 4.

x + (x + 4) = 28
2x + 4 = 28
2x = 24
x = 12; thus x + 4 = 16

my answer sure wasn't new math. i took 1/2 of 28 =14 and then took 1 away from 14 to make it 13 and added 1 to the other 14 to make it 15 i did this until i got 4 in between the numbers and then added them together to get 12+16 =28. I don't think this was the way you are to do this but that's how i did. the difference between 12 and 16 is 4.
