First one is correct. Second and third would mean that you want to take a picture of something else with that person. The first option gets you and the other person in the picture together if they say yes!

Any one of those would be acceptable especially if your not a native tongue speaker of English. But, if you are really wondering the best way to ask would be this way, " Excuse me, May I take a picture of the two of us?" It sounds polite, and to the point.
