Yes you can EXCEPT if the free website violates Program Policies of Adsense.

One main example is Geocities -- their free web hosting program while giving you a free website will serve Yahoo Publishers Network ads on your free site. And having competing contextual advertising program on the same page as your Adsense ads is not allowed in Adsense

From the Adsense Program Policies https://www.google.com/adsense/support/bin/answer.py?answer=48182&sourceid=aso&subid=ww-ww-et-asui&medium=link&sourceid=asos&subid=ww-ww-et-HC_entry&medium=link

Competitive Ads and Services
In order to prevent user confusion, we do not permit Google ads or search boxes to be published on websites that also contain other ads or services formatted to use the same layout and colors as the Google ads or search boxes on that site. Although you may sell ads directly on your site, it is your responsibility to ensure these ads cannot be confused with Google ads.

If you are going to use a free website, check first if they will display other ads on your site and if the ad looks and acts like Google Adsense, then I'd stay away from those free sites provider.

What do you mean by a free website? What is the website? Keep in mind you only want to use Google AdSense on websites that get a lot of traffic.
