No programs are running, and when i open the resource meter there is just a thick blue line at about 35 to 50 percent that is always there, and then the usual thin green line will show up occasionally. It has 2000 megabites ram, so why does it show this 50 percent usage as a blue line? Also I am running Vista

If you have a lot of programs you have installed onto your laptop some of them may be using your ram in the background. Like a response stated before me you're video card may consist of one that uses your ram which may also make some of your RAM disappear.

I'm sure that Vista is a memory hog..... Remember that all of those icons on the bottom right (where your Antivirus sits) uses ram. If your video card isn't hefty - it could be stealing some ram for the high graphics that vista requires.
