The troposphere is the lowest layer of the atmosphere. The tropopause, the boundary between the troposphere and the stratosphere is highest at the equator - 50,000+ft - and lowest at the poles - about 15,000ft.

Wind currents, a few birds and wind blown insects, and clouds. Some dust and sand. Oh, and gremlins.
No Angels though. They're higher up. No Greek or Roman Gods either.
