you could use navel jellies or even coca-cola on the spots...and scrub in with a wire brush, then use a power washer (1600-2000lb) pressure should be enough to lift it out of the surface, then use a sealant on the surface they make for concrete, will help make the job of cleaning it again in the future much easier.....good luck.

If it seems as though your trees are 'raining sap' then you have a bad aphid insect problem. Have trees treated and the sap problem will go away!
