Sanctions like we have never sanctioned before. International pressure like we have never achieved before. As much as I don't care for Clinton or Carter and as much as I would want to go to war, we could not justify war for that. The murder of one leader is not grounds for a war that would leave many more dead. What would the objective be? We cannot bring the President back to life.
There is also the FBI and CIA. They are pretty good at capturing people sometimes and it would be possible to bring specific people to justice in some cases.

I agree with the person above me -- we would have to be absolutely sure that the country itself was behind it. Once we knew that, we should take out the heads of state who ordered the assassination attempt, not the poor civilians who are just trying to farm and trade and make a living under what is probably a lousy government in the first place.

The US should take a threat to heart and the country responsible should have to answer provided that our military ask the question.
With the two mentioned, nothing would have been done.
