First fill it partially with water like a water balloon by attaching it to a sink faucet and turning it on. then, take it off of the faucet and pour in the paint. You could even try using that powdered mix that you add water to, then close the balloon and shake. Voila!

well i'd use a funnel and stick it into the opening of the balloon and then pour the paint down the funnell and wheeee it goes in the balloon!
