If she is doing wrong report her. If not and the animals are well leave her alone. She probly feels sorry and takes them in and just cannot take care of them like she should. Suggest places that she could take them to find a good home?

I live in a apartment here too, and if I have some pets i have to pay extra. The only thing that I would not have to pay extra is if i only have a fish. With Dogs our price is $300 a dog a month and cats too. Now if i had 4 dogs I would have to pay $1,200 a month. Now add 2 cats would be $1,800, and a ferret, I would probably have to pay $2,100.

Make her pay extra. just like i am doing

If she has been cited for neglect before, then there is a problem here. If you suspect any kind of neglect, call the animal control or the police department in your area and report her.
