Heres the deal. This guy on yahoo answers keep sending me emails about how I downloaded illegal stuff from the site or something like that even though I havent. He claims to be yahoo staff and I totally do not believe him due to his spelling and grammar errors in his letters to me.
Heres the messages he has sent me.

Subject: Ileagl content
Message: I am an employer from yahoo and the fcc and you posted illeagal content and your IP adress has been reporeted and you are now in charges! if not payed you will be taken to higher authorities

Subject: Sir or Mam (y-alerts)
Message: This is the yahoo answers moniter, and you have been cought posting illeagle content of downloading, you IP adress has been recorded and is now on watch by out higher authoriteis and your service provider, if you so choose to continue this you will be contact and dealed with. DO NOT REPLEY
From: roger c
Subject: kid??ok
Message: how about i report

After his first message I asked him what I did wrong.
After his second, I told him if he was really staff he wouldn't have so many spellying and grammar errors if he really was a staff member.
Then I havent sent anything back to his third yet

Why do you even open the emails from him, besides if he was really with Yahoo and you did violated any Terms of Service, Yahoo would inform you but the message would not be so direct, and your absolutely right, anyone who holds a certain position in enforcement would definately know how to send a Professional Memo stating what you have done wrong. From his first message you can tell he is bullshitting you, what personel would start off his statement say " I am an employer from yahoo and the fcc" his spelling and grammer seems to be at 3rd grade level, this message is not to be taken serious and if I was you, I would stop opening his messages, the next one would probably be a virus, because its obvious this is just someone messing with your head.

You can only report the violation to yahoo answers and ignore ore delete the emails as if they were junk. Unless you can confirm the person's real name and address you cannot do anything else.
Never reply to an e-mail like this. It may go to someone else that is not the original sender and then you will be harassing people.

Block his email address. You can do that by going to (in the upper right hand corner of yahoo mail), go to options/ block address.
What is he trying to do, scam you out of money?

only click on the rfile abuse button and form in harassment. in case you opt to do some thing much extra sensible next time you spot their avatar only hover over it and click the place it says block person.
