these damned "thumbs up or down" ratings on this friggin website. Who the hell do these people think they are judging my opinions? I give an honest heart-felt answer and I get thumbs-downs. That's bogus! The only one that should be allowed to rate answers is the person who asked the friggin question.

Littering. I take license plate numbers of people who throw trash out in the city streets and country roads and report them to the NC DOT. There is a form on their web site (below) for you to fill out to report these offenders, or you can call to report, or send in a special post card by mail. The offender gets a written warning and notification of fines for littering.
