Phobos is a moon of Mars
Phoebe is a moon of Saturn

There are many different things that can create a moon. Phobos and Phoebe were probably created at about the same time by the same thing. An example of this would be if an asteroid was breaking apart as it traveled through our solar system. There are lots of things that astronomers really aren't sure about, but in all probability, something like this is the cause of the resemblances.

They were probably formed the same way or came from the same source...they could just be asteroids that got attracted to each planet's pull.

maybe they have the same gravitational pull and they are made up of the same thing. do they orbit around the same planet?
