Soak it in a mix of 3T OxyClean in 1 gallon hot water overnight. Then rinse it out in warm water with a capful of fabric softener.
Oxy neutralizes the acid in urine so that it releases its bonds in the material and the surfactant breaking properties in the Oxy release the smell from the inside out. It works everytime...and I have plenty of experience (sadly)...

Go to your local pet store and purchase an Enzymatic pet and stain remover. Nature's Miracle, Petzyme, Simple Solution and (my favorite, Jody International's Pee-Pee Stain & Odor Remover). Price doesn't always mean better- I have tried them all and they seem to work equally to me, I just had great luck with the Pee-Pee one when my cat did a number on my mattress- it succeeded where other ones failed.
Make sure the one you choose is formulated specifically for cat urine (they make dog ones too). The enzymes in these solutions work to break down the scent of the cat urine. You will want to douse the item in the solution, thoroughly soaking it and allow the bear to dry naturally. So if you have a bucket or a wash tub to let it dry in, you can set it in a garage or what not so it's out of the way.
This should take care of the smell and most staining. Follow up with a wash of the teddy bear following the care instructions on it's tag, and if there is no tag, the rule of thumb is hand wash or gentle cycle in washer and then tumble dry low or let it lay out to dry (i recc'd hand wash and lay to dry to keep shape and prevent seam stress).

It doesn't sound like you can wash it because of the pellets. I would spray it liberally with Febreeze. But keep in mind that if you have a cat that is spraying this stuffed animal, the cat will continue to do so. He will sense the urine smell even if humans do not after it's been sprayed with Febreeze. If this is a mail cat you may want to get him fixed so he will stop marking his territory.

Throwing the teddy bear away is a (definite) must. You will not be able to rid the smell completely because of the inside makings. You will only mask the odor for a short time. Then that obnoxious, ammonia smell that only cat urine can produce will permeate even stronger; and will never go away.

Hand wash it with your laundry detergent.... and let dry....You may even want to soak the bear for a while. If you put it in a washing machine you take the risk of it tearing....Been there done that...... Good luck
