One applies for housing assistance at a county housing office. If one qualifies, one goes on a waiting list that are years long. In my county, there are 3000 families waiting for housing assistance.
If you don't have children at home, you won't qualify for assistance, unless you are disabled. So, the government has decided single men will stay homeless, single women will stay homeless, mentally ill people who cannot negotiate the housing office will stay homeless, and anyone who doesn't wish to jump through those hoops shall remain homeless.

Well anyone can applie, but you are more likely to get housing if you have a family and a job. Just out of curiosoty, are you in forensics, cus this sounds like one of the topics I had for a debate last year.
