you need some type of bootable media, such as Windows NT recovery disks, Windows 98 startup disks, or Windows 2000/XP install CD. If using the NT or 98 disk, boot to the DOS prompt and run format c: If using the 2000/XP CD, follow the setup through to the part where it asks you which partition you want to install on. Delete the C partition, then recreate and reformat it.
