My brother says they have an actual wrestling match but i know thats not true, so how does WWE decide who wins?

It's the WWE creative team who decide.The storyliners usually have an angle or feud going between the stars eg DX v Rated-RKO.Who wins usually depends on what way the storyline goes.For sure there is an actual match, but the result is pre-determined.

Truth be told, the results of matches are configured weeks and months in advance. This gives the wrestlers time to hook up and configure the match, possibly go thru a dry run of spots.

Ever see someone miss a spot and the person that was supposed to get hit walk right back into it so they can do it again? Poor showmanship, but it's sticking to the script.

There are issues that arise, like injuries for example, that may alter the outcome from time to time. Remember when Stone Cold broke his neck? He somehow still got the win in that fight though. The jobber he was up against did a very poor impression of being rolled up. Scripted. Worked out beforehand.

And why do they do it like this? It's done so far in advance because the storyline needs time to evolve in most cases. It also leaves time to adjust outcomes if something else happens in the show, the ring, and in society. Case in point, McMahon is doing some Donald Trump thing right now. You think they just up and called Trump and said Hey, Donny, be on Raw...? Trump is a billionaire for one reason, he works hard at what he does. To think he would have time to drop in unexpected is silly. It's planned for a while.

Just like the matches.

ACTUALLY, its not the creative team as some people would like you to believe on here. The two wrestlers (or 4 in some cases) who are in the match face off in a "truffell shuffle" contest. Whomever does the better truffell shuffell wins the match. Unfortunately, John Cena does a truffell shuffle this world has not seen in many years. Probabaly the best since the original was done by Chunk from the Goonies. That is why Cena is still the champion and it is why I no longer watch.

The WWE Creative team that sets the matches up on who wins and who loses. But wrestling is still fun to watch. I've been watching wrestling for a very long time and I still get into it because of the actions

On CNN, Mr. Mcmahon said that they decide who is in a match. They say how long they want the match to be, then they pick who they want to win the match, and how they want to win the match. The wrestlers do the rest. For the whole 20 min. the wrestlers just think about what their gonna do in the ring. Triple H desribed it as like music. They just follow the fans.

They have a creative team of writers that decides the matches and who wins. It is really fun to watch even though it is fake.

Creative works out the plot, and the ending of matches is designed to further that plot. within the matches the participants typically work out what they plan to do, some follow a tight script move for move, others improvise on the spot based on the crowd, and fit it within the time restrictions they are given.
Look at the HBK/Edge/RKO match on Monday, w/ HHH injured the story arc was likely pushed up by several months.
HBK winning sets up 2 dramatic WM23 matches, Cena/HBK and RKO/Edge. so obviously HBK had to win it.
Creative likely set it up that in x minutes and y seconds, HBK wins after ducking a spear, and kicking Edge in the face
since HHH was taken out, Edge has been the angrier one and orton the victim, so it makes sense that he hits Orton instead of Orton actively RKO'ing Edge and taking a Kick.

so to set up Cena/HBK with the tag titles for the world title he had to win, and for best drama, Edge 'accidentally' spears RKO setting up their match.
