Sure, as long as they've given you adequate notice (I think its 30 days, so are they notifying you for March's rent?) and you dont have anlease that specified a set rent amount.
It's common for rent to increase after a certain amount of time or when leases expire.

Probably. Check your state's tenant rights laws. You can either call your local housing commission or find a guide online on your state's website or by doing a search on "tenant rights" and your state's name. The laws are different in every state but as long as they give you the correct notice, it's legal. I believe in most states the legal amount of an increase can be up to half of your monthly rent (so at $1300 would mean that your landlord could go as high as $650) and they have to give you 30 days. It might be different where you live though. Good luck.

Are you under a lease? Did the lease just expire? Are you month to month?

If you are under a lease, then it seems wrong.
