If you have a reasonably steady income, you can probably get yourself a credit card with a revolving line of credit. $20,000 seems like a sizable chunk to ask for, though, and without a very steady job and/or a stellar credit history, you might not be able to get that. Anyway, why do you need this in US funds if your in Vietnam? Just the currency exchange rate with a bank would cost you a substantial sum of money, and the exchange rate will be worse if you use a credit card.

Without any security, you're going to have a hard time getting a loan from anyone other than a family member or possibly a close friend.

Try getting a friend/relative to place the security or co sign to guarantee it
