Tell them to ignore stupid and ignorant people. And tell them that if people are dumb enough to judge you on the color of your skin then they aren't worth giving the time of day.

There is no reason for your brother to be put in ESL unless English truly is his second language. If it is not then this school absolutely must be reported for discrimination!!!! At the age of 22 I'm sure you can figure out how to do this.
If it is possible to convince your parents to put them in another school then that is the best idea.
Another idea is to put together some kind of education curriculum and ask teachers if you could spend an hour in their class educating the children about diversity.
An additional idea is to see if you can get mandatory cultural competence training for teachers in that area.
The best way to keep the kids themself safe, aside from changing the world around them, is to have open honest conversations with them. I know from experience that even a five year old can participate in these conversations. Engage them in activities that are related to their culture and will make them proud!!!!!

I think its too much tip toeing in the interest of Political Correctness if your approaching these things with an attitude of wanting to be as unoffensive as possible. Thats a wonderful way to kill any dialogue of real merit & let your thoughts go unheard. Yes it shouldn't be hate speech, but sometimes you are going to offend someone else, especially now with how think skinned people are towards genuine criticism. Yes, I think alot of us get confused and not just with religion, what the 'rules' are anymore more culturally speaking because of this ever shifting consensus of what constitutes appropriate speech. I'm from Canada & I get sick of seeing it blown out of proportion. There are too many rules.

Specifically with the school putting him in ESL go complain to his teachers coz that's just stupid.
There isn't anything you or they can do to stop other people discriminating but make sure they know that those people are wrong to do it and not everybody is like that.

Take him out of that non-diverse school. Being around different races will help him be tolerant and ultimately head strong. It's been proven that kids from a diverse background do better in a work, school setting and even raising their own families when they get married. Unfortunately, discrimination is everywhere, but you tell them daily that no one is better than them, and if anyone offends them, to stand up for themselves.
All in all, find a diverse city and school for your brother and he'll grow up to be a respectable young man.

Maybe the kids just don't like them because they act different then they do. It can't be discrimination they don't allow that in schools.
