Make a list of the reasons you can think of - for outsouring. Then make a list of reasons for not outsouring. Use this to build your essay.
Are you talking about jobs going overseas? Or just "out of a company"?
Depending on how much length you have to write, give 2-3 examples and show the positives and negative sides for each example.
For example, America is outsourcing a lot of manufacturing jobs to other countries. But what would happen if America got into another World War - but a lot of needed manufacturing jobs were in the country we may be at war with? How could America fight the war?
2nd example: As health care costs continue to climb. And malpractice insurance rises. Many Indian doctors working in America are returning to India. India is no longer satified with having high tech computer jobs, it is a government goal to be the "place of choice for medical care". So new hospitals and support facilities are being built.
On a recent tv program (20/20, Dateline, etc - I do not remember which one), it said Americans needing surgery can fly to India, have the operation done (in some cases, by doctors who a few years ago were working in America); have a private nurse 24 hours/day while in the hospital; and then the doctor would recommend a recovery period (about 2 weeks at a Indian resort). And American health insurance companies were willing to pay for all this - because the total costs (including the flights to and from India) was less than 50% of the costs of having the operation done in America. (Would these cost savings be passed onto the people buying insurance?) Meanwhile, American doctors were complaining "What happens if the patient has medical problems when they come back to America? Since we did not do the operation, we would not know what really happened. How can we be expected to treat the patient?"

If you are writing a research paper, you need to treat the subject objectively. If you are writing an essay, which might be a position paper, persuasive writing or an opinion piece, then you can take sides. What is the criteria for the assignment?
Assuming that you are writing a report of some type, and not a paper that allows opinion, then simply present facts. If the assignment tells you to present both sides of the argument, then you need to do that.
If you want to keep your opinion out of the paper, choose credible sources to represent each side of the issue (for example, don't use US News and World Report as a source demonstrating the upside of outsourcing, and then the Death-to-job-outsourcing-CEOs dot com website as a source for the other side). Don't use prejudicial sources, and keep your tone neutral. Have someone proofread your paper and ask if they can tell which side you agree with. If your proofreader can spot your bias, ask for what tipped them off, then fix it.

Get information from a variety of sources. Make sure the sources are objective. Just look at the facts. Interview local "company/corporate" people AND local Union office holders who are affected by outsourcing. Of course the paper will support your stand against outsourcing, but you can't be accused of not doing your research!
