Okay, well, for blush, use a brush and apply it on the apples of your checks. Smile, and the things that pop out are the apples. :)
For eyeliner, you can apply it on your upper eyelids or lower eyelids. If you want to wear it on your upper eyelids, use the eyeliner right on top of your eyelash line. If you want to wear it on your lower eyelids, same as the upper eyelids, except you can wear it inside of your eyelids. There's a little crease there for you.
For eyeshadow, it depends how you want it to look. You can try applying it all over your eyelid, or just apply it half-way. You can start experimenting and sooner or later, you'll find out which looks best.
For other makeup, like mascara, wiggle the mascara on your eyelashes, like in a zigzag motion. It'll go on better that way.
For lipgloss, I think it's pretty obvious. Same as lipstick. I wouldn't prefer you wear lipliner, since your mom just told you you can wear makeup, and I'm guessing you're kinda young.

Congrats on getting to wear make-up! Okay, here's a daily regime that is simple, appropriate for just starting to wear make-up, and easy!
1. Place concealer on any small blemishes by putting concealer on a wedge sponge, and make sure you blend well!
2. Dust your cheeks with a rosy blush, one that goes well with your skin tone. Suck in your cheeks, then take a medium to large sized brush and lightly brush the blush across your cheekbones
3. Take an eye liner, and close one eye. Slowly and carefully trace the liner on the very bottom of your eyelid, where the eyelashes begin. Open your eye wide, and look upwards. Trace the top of the bottom of your eye. Continue with the other eye.
4. Place a light color on the top of your eye lid, next to your brows. This will accent your eyes and light up your face.
5. Take a light color over the crease of your eyelid, and bit darker one over your actual lid (where your eyeball is).
6. Blend with a medium sized brush.
Go to Nordstroms to one of the make-up counters, and one of the women or men there can further instruct you in how to put on make-up! Good luck!

the best tip is go easy. caking it on makes you look like a clown. with eye liner i would go with a pencil first, liquid eyeliner can be tricky so get the hang of a pencil first. just gently trace it on inside your lash line on the lower lid and as close as possible on your top lid. eye shadow depends on the colour you're using and the tool (brush or sponge). just dab it on a little at a time, check how you look and ad a bit more if you need it. blush just needs the very lightest hint or you look like raggedy anne. if your mum has said it's ok for you to wear you should get her help on applying it and choosing which colours are right for your complexion, she's probably been wearing makeup your whole life.

I work for a cosmetic counter and if you go to one of them at the mall, you can get a FREE consultation and the girl/guy can help you pick out all of the right colors for you and apply them. Not all counters do this, Clinique offers it as a free service as well as a few others, call your local department store and check which ones will do this service for free (or not if you have the $$$) and definitely make an appointment so you can get their undivided attention instead of a walk up appointment. As for how I learned everything I know about makeup, when I was younger (and now too) I paid very close attention to all of the pictures in beauty & fashion magazines, I would play around at home trying to duplicate a look whether it was weird or not, to get good at doing makeup! And then all through high school I did all of my friends makeup for events (dances, going out, etc...) and now I do make up everyday. So, that's how I learned, I don't see why you couldn't. hmmm well i think if you have circles under your eyes you need the right color clincer. once you put that on you can put on the right color foundation. dont apply to havey. look at depending what you are wearing and the colors of you eyes will decide the color eyes shadow and eye liner. if you have green, hazel brown, eyes use brown eyes liner. not blue! thats 70's. also dont apply eyes shadow to havey or it looks kinky. i try different brands but i like clinique, moose, cover gurl. they work well. when putting on eyes shadow for skool of somthing just put it on the lower part of your eyes lids not up high by your eyebrows

im guessing your young because your mom said you can just now start wearing make up... i would keep it simple.. get some foundation that is the tinted lotion type.. make sure the color matches your neck not your hand (most ppl use there hand..) if you want or need to wear concealer if its for under your eyes get one to two shades lighter than your skin..(it can also help cover up zits,just dont put to much on it will look cakie) for eyes try pink eye shadows..light pinks. get two diff shades.put the lighter on from your eye lashes to your eye brow..but make sure its really light just to give you some color and then put the darker color at the very outside corner of your eyes and go in half way..but say on your eye lip..us your finger to blend it in.. and i would try using brow eyeliner.(pencil).just on the top or your eye lid..(wear your eye lashes are)just a thin line..(to thick would make your eye look heavy)and brow/black or just brown mascara..two/3 coats on top and one on bottom of lashes.. and for blush try a light pink when you put it on smile and find the parts or your cheeks that stick out the most (under your eyes beside your nose)thats where you put your blush..rub it in going towards your ears.. then use a light pink shimmery lip gloss and your all done!!

when u put on blush, use a puffy brush to soften it on your skin and since u just started don't use eyeliner that much. When u use eye shadow choose a color that goes along with your outfit and clowe your eyes partly and wipe the brush on the lower lid near your lashes

What I did was I went to the mall to one of those counters and let them do it and show me. But the key to this is to get someone whose make up you like! Not some old lady who will make you look like an old lady too! Smile. I had some friends who just taught eachother and they looked like racoons! Scan the mall for the right make up girl and you can learn all you need to know in minutes! Then you can probably show your friends and mom how it should be done!

I had the same problem, my mom took me to a make up or beauty supply store. Just ask the sales lady and she will show you how to put on make up, she will also probably try to get you to buy make up too. You could also go to a department store make up counter and do the same thing.
