what do you call it when the boss is just as negative as the staff?

Negativity is unproductive it it is the dominating factor in any working environment. having said that sometimes those seen as dissenters and passing negatives to a policy or a working condition are people who may be thinking outside the box.

If all we encouraged were positive comments about work practices we could be deceived into thinking all was well whilst under neath it was a rotting mass.
There is a time and place to bring up negative elements and it is at a group meeting where all can hear it and have the right to comment for or against the tabled complaint.

That is a better form of management, freedom to speak up in a group so all hear it and all can contribute.

It's called bad management, but there is no law requiring that an employer provide a pleasant work atmosphere.
