not without some serious work. what my dad found out tho: if you submerge the car in water, the odometer just flashes "000000" no matter how many miles are on it, lol

Yes, Most cars yes. A newer car with a digital odometer can change back and forth at basically the flick of a button.

Only by buying a new speedo, but replacement speedos always look a little different so that people can tell if it's original or not (to stop people from doing what you're suggesting.) It's also illegal.

if the mileage is stored in the ECU then it is impossible. If the mileage is stored in the circuit board of the speedo it's easy just replace it.
