someone broke into my 96 achieva and tryed to steal the car, so i bought a whole new ingtion key and lock for it and the light is still on, it starts up for 10 to 20 seconds then the light flashes and turns off.. how do i fix it or by pass it

You need to do a passlock relearn
Proper relearn:

1. With the key on,
A - turn to crank for 1/2 second,
B - leave the key on for 10 minutes, sec light will go out
C - shut the key off for 10 seconds
D - repeat the procedure 2 more times
E - on the 4th key on, the engine should start

well the theft system can't be bypassed or it would defeat the purpose. your new key isn't being recognized by the computer as a valid key. you will need to take the car to a qualified shop to have the computer programmed. which style key does it have. one key has a little chip showing that completes a circuit letting it start. the other style is a transponder key ( no chip showing) if you have a transponder key sometimes holding the old key near the ignition will deactivate the security system and allow it to start.

You have it towed to the closest GM dealer who will train the new ignition for recognize the chip in the new key. once they all learn to live together in harmony again it will start and run. The security system has done a very good job and kept your car from being stolen. Tell it thank you.

Take it to the dealer for VATS diagnosis and repair. Computer doesn't recognize the key, even though it has a new lock. The sensor for the key isn't in the lock.
