Fluorescent bulbs have a filament in them like a standard bulb and are filled with gas, mercury vapor which when lit with the filament , glows.
So if the filament burns out (this is why they are usually black on the ends) or the gas leaks out, they will no longer light.

While the filaments that are in the end of the tubes don't really burn out. They lose their ability to emit electrons efficiently. Those electrons are what excite the mercury vapor in the tube creating UV rays. The rays in turn strike the phospor coating in the tube and create light.

Elements burn out.

The lose their gas.

Ballast goes bad.
