once the constitution was written in 1787, how many seats needed to approve it in order to make it official?

It needed 9 out of thirteen states to ratify it. It got all 13.

9 of the 13 states had to approve...I am not sure they were concerned with the "seats". If that is actually the answer you need, you will need to count the number of people invited.
