It has to have a story that actually brings out emotions (characters and readers.) Make sure that there is a goal to strive for, and a past to strengthen it. Develop your characters with depth, but don't overdo the flashbacks; never make them out of character. Don't just develop the main character, but try to do a good job with all of them. As for making the best manga possible, try REALLY hard to balance all genres of mangas, and if there is a villain, don't make him so generic like all of the other action mangas. Give him a purpose, not making him evil for the sake of beng evil. A false sense of justice is always good.

look at the manga closely and know that higher the chest the more athletic it would be, becarefull with the eyes cause they are very important and know how the body moves so the posture won't look weird
keep in mind the kind of expression you want to show compared with the porportion of the head to body
cute=head about the size or near the size of body
myserious, cool= head generally smaller than the width of shoulders and usually tall

hav a manga book in front of you to give inspiration and ideas, if ur a beginner just draw wat u see first

The trick is...practice practice and practice practice. Practice as much as you can and that's how you can improve it....even during school lol you can always take a look at those websites above but it'll be useless if you don't practice. Good luck

Make your characters very unique from each other so others can tell them apart, don't make the heads too flat, not too much detail, interesting poses (don't just have them standing head on in every panel)
