A mover and a shaker is someone who is a real go-getter. Someone who makes the most of their time and resources.

Well back in the olden times when the railroad was first being built a mover and shaker was someone who moved and shook the spike that was used to dig the holes for the nails. Also it was the one who helped the paid rock crushers out. He did the same thing in moving the stake or spike for the breaking of smaller rocks.
