Try CASH CONVERTERS first, there is 1 outlet in Toa Payoh. They sell 2nd hand electronic products in working condition and the price shd be quite reasonable.
Alternatively, try these few places:

7) Sim Lim Square
By the way, I think you're a Singaporean and you should know where exactly to buy a VCR right? It is just a matter of where to get a cheap and brand new set.

yes in singapore they sell vcr, do you know the second hand market which functions in the afternoon till evening near simlim square parallel road to serangon road ,there they sell vcr any outdated product you can get there try it out.
