You cut out around the part of the photo that you want to be a sculpture. You lay it down on tag board or thin foam board and draw an outline of the cutout photo. You then cut the outline. Then use spray glue or photo mounting tissue to apply the picture to the cutout, placing it carefully. Trim any errors. Make other parts (like pets, or gift boxes, etc.) that accompany the main image. Depending on your detail choice, color the edge of the backing so it matches the color of the photo at that spot (i.e. if the guy in the picture is wearing a red shirt and has brown hair, use a brown marker on the edge at the top of the head, flesh tone on the neck, and red along the shoulder and sleeve to match the shirt, and so on.)
Glue a small wood block to the back of the backing and glue that to the base you are using. Alternately, a triangle of cardboard can be bent to work like the swing out leg on picture frames.
