I got a lot at old navy they are only $20 if they aren't recently new. But thats the only place that has a lot. (they are all in the clearance and ask an employee to help you find some she will help you!)
You can try gap but Im not sure. Then you can try...

at forever 21 you can find skinny jeans for around $30.00 but if your limit is $25 then try Wet seal they have skinny jeans there for around $24 or old navy they have them for around $20

ummm....... haha sorry my last pair of jeans were like 160.. umm i'm guessingg maybe GAP has some nice ones, or maybe a department store?? how about tj maxx or marshalls??
