Can anyone answer this question on Astronomy ?

San Diego is located 32 1/2 degrees north of the equator, how many degrees off of our zenith is the sun located at noon pacific standard time on June 21st?

9 degrees from the zenith (32.5 degrees-23.5 degrees).

If you were standing Tropic of Cancer (about 23.5 degrees north), the sun would be at the zenith on the summer solstice (June 20-21)

its not - its always at our zenith (then again everything is relative)
