challenge, in terms of perception, faced by marketers trying to discourage socially unwanted behaviour?

Assumption - you are hired by 'the authorities' to 'market' better behaviour to those currently indulging in socially unwanted behaviour.

Challenges :-
1) the law abiding community may be hostile towards you because they may believe that those committing acts of vandalism etc. should be punished not pandered too - they may also become upset on learning that their tax money is being spent on 'consultants' and 'marketeers' rather than more Police and more Prisons.
2) the individuals you are targeting may regard your attention as a 'badge of honour' (eg. ASBO's) and may commit more crimes in order to get more attention - or alternatively they may distrust you and refuse to 'engage' because they believe you will inform on them to the authorities.
3) the existing authorities (Police etc) may resent what they see as 'interference' and refuse to co-operate, especially if you do not share information with them.

So, all in all, it's a thankless task.
