The LED's sty on the whole time but when I turn it on it powers up for a second and immediately turns itself off.

Open the case and verify that the various internal fans are spinning to rule out overheating as the cause.

Next, turn the system on and wiggle the power button to see if the system shuts off. If it does you may have a faulty power button.

Now It could be a power supply issue. Try disconnecting all non essential components such as hard disk, cd-rom, and floppy. Turn the computer on and let it run to see if it shuts off.

On some mainboards, they ship with the clear cmos jumper in the clear position, look in your manual for this. It is well known that PCChips ships boards like this, and some ECS boards come like this though not all. It is a commonly overlooked thing when building a computer with one of those motherboards.
