1. turn all the taps in your house on to drain the tank in your loft, and turn off the stopcock to stop it from refilling. It cound be in the kitchen or garage.
If it's stuck then go knock on the neighbour's door. This is one of those occasions when braun is better than brains!
2. Grab any valuables out of the room .
3. get as many buckets or large bowls you can in a hurry. Then poke several small holes in the ceiling to help drain the water out (this is what the buckets are for) and prevent the ceiling from collapsing totally.
4. ring a plumber. Or alternatively (and only IF the water has been completely turned off) wait until tomorrow morning to ring a plumber.

If you can't turn it off at the connection into the house, you can try out by the street at the meter. You may need some pliers to turn it, but it should be a 90 degree turn valve (only have to turn it 90 degrees, usually counter-clockwise to turn off) If that doesn't work for some reason, call a plumber or your local water utility.

Make sure you turned the water off at the main then go in the bathroom and run your taps to drain your loft tank. Water will keep pouring in till you empty your header tank in the loft. Then call a plumber. Remember to turn of your central heating boiler.

if your in a council house phone for an emergency plumber
i take it the stop **** wont budge you could try oil or wd40 to loosein it or get a pare of pliers to act as extra leverage
once you turn the water of there will still be water in the pipes

It will stop eventually if you have turned the main stoptap off tightly. It must be a water tank in the attic that has bust, and they hold a lot of water. Even a plumber can't do anything until it stops.

you need to turn off the stopcock, usually under the sink, if it wont budge, rap a towel around the tap it will give you more to grip with, or may be get a wrench or pliers to move it, all else fails call a plumber, sounds as if you will need one any way.
