How do you make a alternating-complimentary color scheme? what colors do i use?

Well, to alternate, you woud switch between two or more things (taking turns).

Complimentary colors are those colors which sit opposite one another on the color wheel. For example:

red & green
yellow & violet
blue & orange

Your question could have a couple of different answers. Either alternate between a set of compliment colors (red, then green, then red, then green, etc), or alternate between two SETS of complimentary colors (red & green, then yellow & violet, then red & green, etc).
