Like fish. I imagine the mermaid deposits some eggs in a nice gravel bed, then the merman comes along and sprays on some sperm.
Betcha though mythological sex would be more fun than that, huh?

See the movie Splash (1984), starring Daryl Hannah and Tom Hanks, Hannah played a mermaid who fell in love with a man. She could walk dry land as a human female, but whenever water touched her legs they changed into a fish-tail. I guess it works for loving merfolk too. (The male version of a mermaid is called a merman; the gender-neutral plural is merfolk.) I hope it helps.

If I were to pretend they are real - I would suggest study the mating habits/proceedures of fish. Thats the only way a mermaid could have a baby
