When the asker does not select the best answer, the answers are subjected to voting and the answer with the most number of votes is chosen as the best answer by the system.

Yes, as many people have written, if the original poster of the question does not select a "Best ANswer" for whatever reason, than after the allotted time has elapsed, the answers are submitted for voting.
There are some areas for abuse and other problems with the voting. People will vote for their answer as Best Answer even if it was absurd, irrelevant or rude. Additionally, many questions/answers stuck in "limbo" because there are ties which seem to stay forever, the number of votes might be one per each of two or three answers.

I think if the person who asked the question , can't make up thier minds on who to pick. and they let it go to into voting, and we just go there and put our votes to see which answer we would like to win, which it will not have anyones name. they go by numbers. and then we click best answers, and it will show how many people voted for all the answers . there may be a referendum - wanting to get the voter's opinion an an issue

the range of questions and the impact of the resulting voter's response will vary state by state
