Are you friends yet? If so, how long have you been friends? I would wait until you have more info on whether or not she likes you before you make your move. Get her the funniest card you can find, but make sure it is not too suggestive. If she likes a favorite candy or sweet food...that would be safe choice. Just think of how you interact with her and that should tell you whether or not she likes you (you may want to ask a trusted friend what he or she sees...most times we are too close to see things clearly). Do what your gut tells you to do!!!

Well, V-Day is kind of a big deal day to suddenly drop the bomb that you like her (if you think she has no idea). It might be best to wait until after the holiday hooplah and then just ask her out, or tell her you like her. If you just feel like you have to do something for today, don't do anything other than a card or note. Don't tell her you love her, she will assume it's insincere because of the day.

Flowers.
Flowers mean "I like you".
Let me correct that roses, red roses. If you know that she likes a particular flower then I would suggest those.
On the card put something like " for my crush". That way you say you like her but you can down play your feelings and save face if it looks like she isn't interested.
If she's not a flower kind of girl then just try and get something that you KNOW she likes. She should be touched by the effort you put into the gift.
Girls like effort.

Your best option is probably to go simple, something like a rose or a teddy bear. You don't want to overcrowd her with stuff and surely you dont want to startle her so just take it light and simple.
