A system works only because people follow rules and see a reason to. If every person had the same intelligence and had equal abilities, why would anyone listen to anyone?
Example: I listen to my boss because he is better than me in certain areas relating to the job. If I were the same, why would I listen to him?
Besides the normal view of intelligence, there are other qualitities that people have. Social intelligence, musical intelligence etc. There is actually 8 of them.
Please do not forget that there are many intelligent people who have not been able to utilize their "intelligence," be it they are from mensa or some other high iq clubs. If they cannot contribute to the system, then the intelligence really does not mean much.
And remember all those people who have contributed much to America. Not all of them are "intelligent" so to speak, but they are honest, hardworking civilians who helped built the country from the railroads to the houses etc.

Well I am white and if this question has anything to do with your IQ level I would rate it pretty low

I don't know about less crime, and I sure don't know about the higher I.Q. thing (yourself being a case in point), but it will certainly be pretty boring on the color tip, (no I forgot, there is that whole issue of tanning)
