The people who stand behind the double-sided mirror, are those people possible suspects? Or do they just fit the description the witness/victim had?

Typically, they are all people who simply fit the description of the suspect. The suspect is included in a line-up, of course, but they want the witness or victim to be able to identify him and say "yes, that's the guy I saw". If a witness can pick him out of a group of similar guys, it makes the police more certain that they have the right person.
