Yes--technically Bush can, once Congress authorizes action. But you are right--it is abusive of the American people's right to have a voice.
The problem is that the framers of the Constitution (and those who passed the War Powers Act in the 1970s) never envisioned the level of abuse that is emanating from the White House (and since they were writing the WPA in the wake of Watergate, that's really saying a lot!).
Congress is caught between a rock and a hard spot. At this point the only thing they could do is cut funding--at the risk of hurting the troops, which they aren't going to do. In effect, Bush is holding our troops hostage to get his way.

Once Congress gives him the ability to wage war, the president is within his rights as Commander in Chief to do whatever is necessary to win. As long as the surge in troops is for the same war that congress approved of, then he is well within his rights to do so. The only thing Congress controls in that war is the purse. Which they will most likely not cut funding for the troops that are in a battle zone. Now if he wanted to go into Iran, then Congress would control whether or not he can do that.

The President is the Commander-in-Chief. This means he is in charge of the military and controls every facet except for the budget. It's called separation of powers. Perhaps you should read the Constitution, it's all in there.
It is perfectly fair to the American people as we elected him to that job. We elected Congress too, but it is the Legislature and has no military authority at all. Again, this is all in the Constitution. Am I the only one that has read the thing?!?!

yes he can but congress can shut off the cash and that's what bush wants to happen so he can blame his mess on the democrats not supporting the troops
Chaney is going to jail for the CIA leak and bush is going to have to bail him out before he gets impeached
