I just want one to scare people if need be, not shoot people (cause i won't load it w/bullets) because i live in a rough area.

The laws vary from state to state. Here in FL you either must have a concealed weapons permit or the gun must be unloaded and in a sealed case. Leverage, which is showing your gun to scare people is a crime. Never draw your gun unless you intend to use it. Those people when they see you draw a gun may have one too and they will have no qualms about blowing you away. An unloaded gun is the most useless thing in the world as my former Father in Law used to say. Check you local gun laws.

you have to get permission to carry it in your car and an excuse why you want to carry it like if your getting threatened or what ever it has to be approved by the police dept .or else everyone would be carring one and there'd be alot more killings.
