No, they do not charge the employee. They charge the company you work for. Say the job you are doing pays $14.00 per hour, you get paid $9.50 an hour. The agency makes $4.50 an hour for your work. However, if you get hired on you go straight to $14.00 an hour.

Reputable agencies will charge their client, pay your W2 payroll taxes and give you a paycheck. If you are a consultant you may get a 1099, however, you will not be charged by the agency.
Reputable agencies make money by charging their client and paying you a set amount agreed upon before your resume is sent to the client. The amount the agency bills to the client is called the "Bill Rate" and includes your rate, any taxes, and their profit margin.
If an agency says they want to charge you to find you a job...run, don't walk, the other way. This is just a scheme to collect money from the job seeker since they don't want to do work to attract viable clients.

When I worked as an IT contractor they charged the company they pimped me out to a flat fee for finding me (for example $500) then they changed the company an hourly rate (for example $30) But then they would take their cut (between 5-11%) and give me the rest. So they would make an average of $3-$5 per hour off my work....plus the $500 fee for finding me for them in the first place.
Nice business to be in seems you just have to match a resume to a job and thats all the work you need to do!!

Recruiting agencies should not be charging the employee.
As an employee please understand that you are the customer of the recruiting agency and they have to treat you as such.....not charge you....
if they are charging find a new agency to work with

The temp service charges the company directly. In fact, they charge them for your total labor worth, and then cut you a check for the agreed upon amount. So the company you are doing the temp work for is paying more for your services than what you are receiving. If you ever get placed permenantly in one of these positions, expect a decent pay raise.
