That totally depends on whether your DVD player plays mpegs! Some will, older ones wont! Get out your player manual and find out what file types it supports.

There's no way to answer that indefinitely, but I can say most likely you can.
Here are the conditions:
-You may or may not have to convert the file, as any software that burns SVCDs will probably convert it for you.
-You must use a CD-R disc, not RW
-You must burn the movie to the CD-R in SVCD format
-Your standalone DVD player should play it fine, though some do not.

That answer makes no sense. For one, there are many DVD players that will play a CD-R. In fact, most of the newer ones will without issue, including the PlayStation2 (and probably 3, though I don't know and don't care).
And the statement about knowing the type of file it reads. DVD uses MPEG-2 format, as does SVCD, the only difference is the video resolution (720x480/576 vs 480x480/576 [NxNTSC/PAL]).

you can only do this with a DVD burner, because most DVD players will not run CDs, also you have to know what kind of file you DVD player reads, if it is Mpeg then you can with a DVD.
