A good romantic anime?
There are quite a few out there, but it depends on what you are looking for- a lot concentrate on sex rather than romance. If you don't mind a bit of fantasy with your romance then Vampire Hunter D the second one is very good- has a romance between a mortal woman, and an immortal vampire.
Love Hina is an anime series that deals with love, romance and sex in varying proportions with a great deal of humour as well.
Depends on whether you want a movie, or an actual series. If a romantic anime movie there aren't that many good ones unfortunately, they tend to be very angsty rather than romantic. I can give you a list if you want me to.

The best one I could think of is Fushigi Yuugi. It's a mixture of action, adventure, magic, romance and comedy. What separates it from most anime is that the romance is like the main theme. The romance between the two main characters is like the catalyst for conflict and that's how the action and adventure come into play. The comedy is a good addition too whenever there's no conflict but it can occassionally be seen in battles as well which makes it even funnier.

I recommend the legendary Robotech....(particualarly the Macross saga).
It has a combination of sci-fi action, romance, and adventure...with a good story(and characters you care about) to boot.

I don't know if this counts, but how about 'the lady and the tramp'?
That spaghetti scene was beautiful or beauty and the beast.
