They can, but I can't imagine any major college doing that. No time. And they'd be deluged by students calling them to ask. Plus, it invites the possibility of pranks, etc.

They could but none of them do. I mean many colleges get 30,000+ applications everyear they can't call everyone to tell them their decisision. Some colleges let you view their decision online before they send out the mail. But most colleges simply send you a letter.
