Pick somebody who was heroic during Hurricane Katrina and write a speech praising his/her accomplishment.
A eulogy is a speech praising somebody, but it is most often used in the sense of praising someone who has died. So, if you could find somebody who died heroically helping others during the disaster, it would be amazing. But you can have a eulogy of a living person.
